2.0. The analysis of the two Chechen wars
2.1Brief introduction of the two Chechen wars
Chechen wars are the two wars which were broke out between the Russian federation and its part of the republic of Chechnya separation in the 1990s. The occurrence of Chechen war has a long history and ethnic factors. The first Chechen war broke out in December 11, 1994, it ended on August 31, 1996, Chechen won its informal independent status. The second Chechen war broke out in August 1999 and ended on February 28, 2000. Finally, Russia controlled of the land and the vast majority of Chechen, but there are still some terrorist activities happening frequently after Chechen wars.
2.2. The causes of the two Chechen wars
The first Chechen war is a civil war after the independent of Russian federation, when the central federal countries had a civil war to stop the further splitting the Chechnya’s federal republic. Chechnya has an area of 1.7 square kilometers, although it is only small place between the Caspian sea and the black sea, its geography position is very important, it is the key way to be in and out of Caucasus, it is rich in resources, especially in oil. It has a population of about 1.2 million when the outbreak of the war in Chechnya, of which the Chechens made up about sixty percent, Russians accounted for about thirty percent and the rest of others are ethnic minorities(Bugajski). In 1991, the Soviet union has collapsed, owing to the Soviet political is not steady and the central government has less than concentrate on remote areas, Islamic ethnic separatist force of Chechen began to try to seek its independence(221-246). In October, Dudayev who has been awarded the title of Soviet hero in Afghanistan war became the first President of the republic of Chechen. As soon as he came to the power , he announced the Chechen achieve its independence in the public, and he set up the first formal army national guard of the Chechen, the number of soldiers added up to nearly sixty thousand. However, In December 1994, the Russian soldiers entered into Chechen from three roads to discuss the separatist forces of Chechen. Chechen war" has began to happen from then.
In fact, Russia's federal government was able to control the situation of Chechnya after the first Chechen war. Form 1997 to 1999, Chechnya was always influenced by the powerful foreign powers, when extreme faction is playing more and more important role in Chechnya, whose money and volunteers were mainly from Islamic countries. It is said that foreign mercenaries had more than 3000 people to 4000 people in Chechnya, while the President Chechen Maskhadov was not able to control the situation completely , he had no power on the extreme faction. The organization and group had professional military skills in training with strong fundamentalism(Human Rights Watch). In August 1999, the militants led by Shamil and Basayev invaded Dagestan, occupying several villages, and then they announced that they set up the Islamic republic of Dagestan, as the same time, they established the interim government, which made independence activities in the Chechnya go further and continue to expand its area, over the formal scope of Chechnya. The molecular of Basayev lost much owing to the strike of the Russian army then, in addition, it was also adamantly opposed by the Dagestan people. The majority of Dagestan expressed their sympathy and support to the first Chechen war in Chechnya, while Dagestan’s people thought that it was the invasion from Chechen in the invasion of Basayev molecules(Trenin). So the Russian federation army hit back firmly under the support of People of Dagestan, which made molecules of Shamil and Basayev fail. Later on, in September, there were a series of terrorist attacks happening in Moscow, and Verg. There were nearly 500 Victims who died in the terrorist attacks. Russian federal trooped in Chechnya in October 1999, the second Chechen war began to spread.
2.3. The analysis of the different causes between the two wars
The causes between the two Chechen wars are same with aim, In fact, the second Chechen war was the continuation of the first Chechen war, because the problem left in the first war was still not solved; But two military is different in action. Finally, the outcome of the two wars was different. The first war is failed while the second war could be thought of as a victory.
There are still quite differences between the two wars. For the first war, Grozny has rich reserve of the oil and it is located in the centre of railways of Caucasia. All the oil pipelines from Caspian Sea and Caucasia will pass Chechnya,so Russia will lose control of those areas if it lost Chechnya. In addition, People in Chechnya believe in Muslim, and Russia is afraid that Chechnya will become another hostile Muslim country if it becomes independent. Hence, the dependence of Chechnya will bring harm to the areas around Caucasia, even Russia, and it will motivate other allies to fight for independence as well(Olga I. Vendina, Vitaliy S. Belozerov, and Andrew Gustafson1). Meanwhile, Russia thought it would not take too much to keep this treasured land as Chechya only has a small population of 300,000.
As for the second war, Russia lost the first Chechnya war, but those separatistare not so easy to become law-biding. Although President Maskhadov traveled to Moscow and signed a peace treaty with Yeltsin in order to demolish any basis to create ill-feelings between Moscow and Grozny, those separatists still want to gain more freedom in north Caucasia and they stated to have established an dare-to-die corps in order to set Dagstan free and set the whole Caucasia free. Those separatists, led by Shamil Basayevand Ibn Al-Khattab, invaded the republic of Dagestan in August, 1999 as they want to help Dagestan to gain independence, whilean actually only part of Dagestan wants independence(26). Those separatists are also Islamic militants, while Dagestan is still under the Russia’s control. This behavior severely irritated the Russians, while at the same time making Chechnya look like a dysfunctional basket case. Hence Russia succeed defeated Chechen.
3.0. The attitude of Yeltsin to the problem of Chechnya wars
In August 1990, Yeltsin who was elected to be the new chairman of the federal supreme Soviet Russian came in the Russian federation of autonomous republic of to have a inspection, where he made a speech to encourage Tatarstan to fight for its independence as much as possible. In fact, what he did is wanted to achieve his goal through the hands of local leaders’ efforts with new alliance treaty. Yeltsin said in the public to ask people to take sovereignty. However, the Russian federation still adhered to the rule of sovereignty maintenance of Chechnya, and its true implementation is very weak. The federal government made a compromise blindly in the discussion with the separatists, admitting the status of President Dudayev. Thus, he is against the car in Chechnya.
4.0. Conclusion:
Both the two Chechen wars broke out between Russia and the republic of Chechen. The two Chechen wars share some similarities in aims, but it can be seen there are still clear difference between them. The first Chechen war, Russia lost due to inadequate preparation, while the second war, Russia took all efforts to make everything under control. The detailed analysis of the causes of the two wars is to make it clear of their differences. The first war is mainly attributed to the splitting of the republic of Chechnya, while the second wars are mainly to solve the problems left during the second war, and separatists also play an important role in stimulating the second war.
